Updates from the Board of Trustees: A preliminary report on the Board’s accomplishments

In only six months, the current Board of Trustees of Manila Harbour Centre Industrial Park Association, Inc. (MHCIPAI) has been able to implement meaningful programs aimed at improving and professionalizing the management of the common areas and road lots of the association.

Elected in 28 July 2021, the Board is composed of Engr. Norberto A. Quiñones, representing SL Harbor Bulk Terminal, Inc.; Atty. Venir T. Cuyco, representing La Filipina Uy Gongco Corporation; Ms. Shiela Mary A. Ahing, representing MG8 Terminal, Inc.; Atty. Henry S. Rojas, representing Philippine Foremost Milling Corporation; Ms. Teresita A. Cuevas, representing KADIWA Transport Corp.; and Atty. Wigberto R. Tañada, Jr., representing Arvin International Marketing, Inc. In a span of six months, the Board has already met seventeen (17) times or an average of three meetings per month.

A task force was formed, headed by Atty. Tañada, to review the list of lots and lot-owners, common areas and road lots in Manila Habour Centre Industrial Park. The task force was likewise tasked to identify the current occupants of the lots. The review and identification of owners and occupants are designed to update the list of locators in the industrial park and to help in improving the collection of association dues.

The Board likewise formed a Bids and Awards Committee, headed by Engr. Quiñones, tasked with undertaking the procurements of MHCIPAI. The committee’s initial procurement project resulted in the selection of a new security services provider. Shortly after its selection, security guards of the new provider discovered holes along the perimeter fence of the industrial park, which appeared to have been used for quite some time as unauthorized entry and exit points. These holes were immediately plugged and sealed.

The Board, through the Project Management Office (PMO), has been conducting regular clean ups of and maintenance works on common areas and road lots. It terminated the services of a private garbage collector in favor of the City of Manila’s free garbage collection services, resulting in savings of around ₱80,000.00 monthly for the association.

Armed with a long-term perspective, the Board is considering the implementation of an RFID technology-enabled access control system for the industrial park. While requiring a considerable initial capital outlay, the system is expected to improve the association’s collection of toll fees in the long run.

In a related development, MHCIPAI increased its monthly collection of toll fees by more than Five Hundred Thousand Pesos (₱500,000.00), despite the Board’s decision not to collect toll fees from employees of locators entering the industrial park using bicycles. This increase is the result of the assignment of new toll collectors. The previous toll collectors were replaced following the result of monitoring conducted by the guards of the new security services provider.

To update locators on what is happening in the industrial park and make the operations of the association more transparent, the Board has been issuing newsletters since September 2021. These tasks will henceforth be performed by this website. Meanwhile, administrative operations of the PMO were improved with the purchase of a couple of computers.

Continuing the efforts of the previous Board, the current Board made additional proposed amendments to the Articles of Incorporation and By-Laws of MHCIPAI. These proposed amendments will be discussed with locators and presented for approval in the next annual general membership meeting of the association.
