Memorandum Circular 02-2022


SUBJECT :    TRAFFIC POLICIES, RULES, PENALTIES

 

DATE       :    SEPTEMBER 09, 2022

 

Please be informed that on September 2, 2022, the MHCIPAI Board of Trustees adopted a Resolution pertaining to TRAFFIC POLICIES, RULES, PENALTIES, to be effective beginning October 10, 2022:

 

I. RATIONALE. This Memorandum Circular is  being  issued  to  provide guidelines on Traffic Policies, Rules and Penalties that must be strictly observed by motorists while inside the Manila Harbour Centre.

 

II. COVERAGE: This MC shall cover drivers of all types of vehicles  entering/exiting  the Manila             Harbour Centre Industrial Park.

 

III. EFFECTIVITY: This  Circular  shall  take  effect  on October 10, 2022.  


IV. DISSEMINATION. Each lot owner/locator shall be provided with a copy of this Circular and   shall be responsible in its dissemination to their respective drivers and clients’ drivers. Leaflets shall also be given to each vehicle entering Manila Harbour Centre for a limited period.


Traffic Policies, Rules, Penalties

(Effective October 10, 2022)

 

·        The maximum speed limit inside MHCIP is 30 kph for trucks and vans; 40 kph for SUV’s, cars, passenger vans, motorcyles.

 

·        Road signs should be strictly followed.

 

·        Parking on road lots and vacant lots is strictly prohibited, except for the designated areas. 

 

·        Motorcycle drivers are required to wear their helmet and remove them upon entry at the gate for identification purposes. Only one (1) back rider with helmet shall be allowed to enter.

 

·        Motorcycle courier or food delivery services such as Lalamove, Grab, Toktok, Foodpanda, Angkas, Lazada, Shopee, etc. shall not be charged an entrance fee.  

 

·        Penalties shall be settled by the vehicle driver. If the driver does not settle the penalty within a period of five (5) days, the truck/van in which the violation was committed will be barred entry into MHCIP.  

 

·        A driver who has committed at least three (3) penalties within a period of twelve (12) months shall be deemed a habitual offender.  Trucks and large vans driven by habitual offenders shall be barred entry into MHCIP.
